For Program Year 2019, the DOPWIC received 58 funding requests from 37 applicants. The DOPWIC has approximately $29.8 million available in grants and loans through the State Capital Improvement Program and the Local Transportation Improvement Program, and received over $79.7 million in funding requests.
The DOPWIC staff evaluated and recommended scores for the project applications using Ohio Public Works Commission requirements and District One methodology and evaluation criteria. The Program Year 2019 Preliminary Project Rankings are now available, listed in order from the highest score to the lowest score. The top-ranked projects are the primary recommendations that equal, or come close to, the Program Year 2019 total available funds.

]]>Unlike the standard American Community Survey 1-year estimates, which provide data for communities with a population of 65,000 and up, this release features data for communities with a population of 20,000 and greater. The number of tables published as part of the supplemental estimates is more limited, though.
Tables available in the supplemental estimates include population by age, population by race, means of transportation to work, median rent (mapped above), and more.
For a complete list of the available data by community, please visit our new American Community Survey 1-Year Supplemental Estimates page. For data on all Cuyahoga County Communities, please see our 5-Year ACS Estimates page. 2013-2017 5-year estimates are scheduled to be released in December 2018.

]]>Established by the Cuyahoga County Board of Commissioners on August 1, 1988, the County Planning Commission replaced a Regional Planning Commission that had been operational since 1948. Today, County Planning functions as an independent, Board-governed agency to serve all of Cuyahoga County while also providing planning services to municipalities, villages and townships. Whether the need is for a comprehensive regional study on topics such as housing, retail, zoning, or a city Master Plan, County Planning has the expertise and experience to provide it. Join us as we celebrate 30 years of helping our region to grow and as we look forward to continuing our work for a better Cuyahoga County and northeast Ohio.

The Ohio Public Works Commission (OPWC) was created to oversee the State Infrastructure Programs?and? the Clean Ohio Green Space Conservation Program. Nineteen districts were created throughout the state to select projects for funding using a merit-based process. Cuyahoga County is District One.
The District One Grant Programs application materials and workshop registration are now available.
The State Infrastructure Programs assist local communities in financing local public infrastructure improvements.?District One has approximately $29,848,000 in OPWC funding, available through the State Capital Improvement Program, Revolving Loan Program, and the Local Transportation Improvement Program in Program Year 2019. The application deadline is?Thursday, September 20.

The Clean Ohio Green Space Conservation Program helps to fund preservation of open spaces, sensitive ecological areas, and stream corridors. The Clean Ohio Greenspace Conservation Program assists local communities as well as environmental and watershed related nonprofit organizations protect open space and riparian corridors.

The sessions will be held at locations across the county, to make them convenient for all county residents, and will alternate between introductory and advanced training sessions. ]]>The U.S. Census Bureau recently released its annual population estimates for cities, villages, and townships. This was in addition the the county and metropolitan area population estimates issued in March. Between July 2016 and July 2017, Cuyahoga County’s population declined by an estimated 4,940 people, a 0.4% decrease. Between 2010 and 2017, the population decrease was an estimated 31,595 people, or 2.5% of the population. Surrounding counties continued to grow, with Lorain and Medina counties seeing the largest population increases. The five-county Cleveland-Elyria Metropolitan Statistical Area also saw a population decline, shrinking by an estimated 0.9% between 2010 and 2017.
The population figures at the community level show similar trends. Between 2010 and 2017, most of the region’s fastest-growing communities were outside of Cuyahoga County. Six cities and villages in Cuyahoga County saw population growth between 2010 and 2017, and the largest increase was in Pepper Pike (279 people, a 4.7% gain).
The cities that experienced the largest population declines were concentrated in Cuyahoga County.

]]>The Ohio Public Works Commission (OPWC) provides funding for capital improvement projects through the State Capital Improvement Program, Local Transportation Improvement Program, and the Revolving Loan Program. The District One (Cuyahoga County) Public Works Integrating Committee (DOPWIC) staff reviewed and scored 52 project applications.
After completing the evaluations, the DOPWIC staff recommended projects that totaled approximately $29 million, the amount of allocated funds available. They also identified contingency projects that could be funded should more funds become available during the Program Year. The DOPWIC met on January 11, 2018 to review the Preliminary Project Rankings and Appeals. At the meeting, the DOPWIC selected 15 projects as primary recommendations and an additional three contingency projects.
The Ohio Public Works Commission Small Government Program provides grants and loans to villages and townships with populations of less than 5,000. The DOPWIC Small Government Subcommittee met on February 5, 2018 to review the Small Government Project Ranking. They voted to approve five projects as primary recommendations and an additional two projects as contingency projects for statewide consideration by the OPWC Small Government Commission.
The Clean Ohio Green Space Conservation Program is dedicated to environmental conservation. This includes acquisition of green space and the protection and enhancement of river and stream corridors. The District One Natural Resources Assistance Council (NRAC) selects open space and riparian corridor projects that are visible, accessible, and instructional to receive funds from the Clean Ohio Program.
Five organizations applied for funding this year, with approximately $3.3 million available. The NRAC met on January 12, 2018 to review the preliminary rankings, and recommended four projects for Clean Ohio Conservation funds.

]]>The Cuyahoga Greenways team held its second round of meetings in January, gathering public input on the plan for a countywide system of greenways and trails at events in downtown Cleveland, Fairview Park, and Beachwood. If you were unable to participate in the meetings, please take a few minutes to complete a survey. You can use it to tell us about your preferences for regional routes, local routes, and your bicycling comfort levels.

County Planning is partnering with the Cuyahoga County Public Library to bring County Greenprint training to a library branch near you. Register for a session to learn about the suite of planning tools, including interactive mapping, best practices, and more. Participation is free, but space is limited and sessions sometimes sell out. You can also subscribe to our mailing list to receive updates on future training opportunities.
The biennial Greater Cleveland Trails Conference will take place on May 31 at Lago East Bank in Cleveland. Organizers are currently seeking nominations for projects and programs to recognize at the conference showcase. Submissions are due by Friday, April 26.

]]>The study began with a detailed inventory of approximately 180 supermarkets in and around Cuyahoga County. County Planning staff was then able to identify low-income census blocks that are more than a half-mile from their nearest supermarket. Those census blocks also contained a wealth of socio-economic and health outcome indicators which, altogether, provide a detailed picture of food deserts in Cuyahoga County.
County Planning developed an interactive map of food deserts, together with static maps for 28 focus areas throughout the County. They are?also available on the Board of Health’s website.
An earlier phase of this year*s CHC work produced detailed community profiles for each of the County*s 59 communities and each of the City of Cleveland*s 34 Statistical Planning Areas.
County Planning staff presented their findings as part of a Listening Session to interested stakeholders this past October, as well as at the Northeast Ohio GIS Symposium this past August.
In 2018, County Planning will continue to partner with the Board of Health on supermarket access. County Planning is developing methods that will allow for quarterly updates to the supermarket landscape, including store opening and closure scenarios, as needed.
